Meet the Constable
Herschel Smith
Constable Herschel Smith proudly serves the residents of Waller County Precinct 3 with a commitment to professionalism, integrity, and community-focused law enforcement. Under his leadership, the Constable’s Office emphasizes accountability, visibility, and proactive public safety while working closely with the community to ensure a safe and secure environment for all.
A Message to Our Community
We believe strong communities are built on trust, communication, and presence. Our deputies are proud to live, work, and serve alongside the residents of Precinct 3.
Civil Process Service
The Constable’s Office is responsible for the lawful service of civil documents, including subpoenas, citations, writs, and evictions, in accordance with Texas law.
Traffic Enforcement
Our deputies provide proactive patrols and traffic enforcement to deter crime & promote roadway safety throughout Precinct 3.
Court Security
We ensure the safety and order of court proceedings by providing professional courtroom security and assisting the judicial process within our jurisdiction.
Community Policing
Through community engagement, neighborhood patrols, and public outreach, our office builds strong partnerships with residents to address concerns and enhance public safety.
